1. Move variables between files and collections without breaking alias relationships
2. Update / relink all elements in the file to keep using the variables after they were moved - so it can be safely used by design systems maintainers
3. Control the moving algorithm - e.g. how to handle collections with different number of modes, how to handle duplicate variable names etc..
