Custom shortcuts for Figma often won’t register arrow keys so I suggest using WASD + and an operator key like Control⌃ as below:
⌃ + W | Plugins->Half Nudge->Up
⌃ + A | Plugins->Half Nudge->Down
⌃ + S | Plugins->Half Nudge->Left
⌃ + D | Plugins->Half Nudge->Right
